1. WELCOME, INTRODUCTION, GENERAL INFORMATION
New members were introduced. Mr. Carlsrud made opening comments concerning the responsibilities of the wrestling rules committee. A brief explanation was given concerning expense forms, conflict of interest statements, committee voting procedure and rules review committee and NFHS Board of Directors policy for approving rules changes.
The minutes of the 2002 meeting were approved.
The minutes of two conference calls were approved (October 10, 2002 and December 5, 2002) and are included with these minutes.
2. QUESTIONNAIRE RESULTS
The NFHS Wrestling Rules Questionnaire was discussed briefly and all items that are part of the agenda and will be handled later when the rules proposals are discussed. Mr. Diehl detailed the new process of distributing questionnaires via the Internet. This was the second sport season that utilized this process. Though there were some problems, it is felt the results will improve with a higher number of responses received than in past years.
3. SECTIONAL REPORTS ON PROPOSALS
All sectional representatives reported on their efforts to obtain feed back from the 49 state associations that provide a state championship series.
The coaches and official representatives reported general comments and perceptions from their respective groups.
4. EXPERIMENTS
One experiment was conducted this season by the West Virginia Secondary School Activities Commission (WVSSAC) concerning choice in the tiebreaker. Following the discussion, Mr. Diehl indicated that the WVSSAC had requested to extend the experiment for a second year. By consensus, the committee recommended denying the request. The committee has had proposals submitted the past two years and have had little discussion or desire to change the current rule. The committee directed Mr. Diehl to correspond to the WVSSAC that the request is denied based on the fact that there is no interest at this time to alter the present rule.

Implementation to begin with the 2004-2005 season: SECTION 3 WEIGHT-CONTROL PROGRAM ART. 1 . . . Each individual state high school association shall develop and utilize a specified weight-control program which will discourage severe weight reduction and/or wide variations in weight, because this may be harmful to the competitor. Such a program should be planned to involve the wrestler, his parents, his physician and his coach. The programs shall include both hydration and body fat testing as well as nutrition education information. ART. 2 . . . For health and safety reasons the state’s weight-control program shall include: a. having a urine specific gravity that does not exceed 1.025; b. a body fat percentage measurement no less than 7% for males and 12% for females; c. a weight loss plan that limits a maximum average weight loss of 1.5% a week of the wrestler’s weekly weight; d. nutrition education. Rationale: As suggested by the NFHS Sports Medicine Advisory Committee’s 2000 Resolution the rules committee is submitting language to change the manner in which weight management is conducted within the interscholastic program. This is viewed, by the Committee, as a means to promote a healthier means of weight control. |

6. PHOTO SECTION - REVISED
Mr. Colgate and Mr. Gannaway presented a review of all photos contained in the current rules book. By consensus, the committee indicated that the photos should be re-taken and listed several changes in photos that should assist both officials and coaches in further explaining the various rules. The committee also indicated that the skin condition photos on page 54 should be in color and if that is not able to be done, then the black and white photos need to be removed as they are more confusing than having no photo at all. The committee went on recording commending Mr. Colgate and Mr. Gannaway for the efforts put forth concerning the updating of the photo section.
7. SIGNAL CHART
The committee reviewed the signal chart and made no changes. Mr. Diehl did indicate that during the 2003-04 season, a proposed change in Signals 1 and 6 will be circulated to state associations for input from their officials and coaches before any change is suggested.
8. WEIGHT CLASS STUDY – 1996 Committee Action
Mr. Diehl reminded the committee that they had taken previous action to conduct a review of weight classes. The committee, at that time, indicated their first priority was weight management and until a final change is made, weight class review should be tabled.
9. WEIGHT MANAGEMENT REVIEW
A lengthy discussion took place prior to the start of the regular rules committee meeting concerning the weight management proposal. Alan Beste, Iowa, appeared before the committee to present an alternative method of checking hydration levels by use of a color chart. Following the discussion, the committee remains committed to the implementation of a weight management plan that includes hydration and body fat testing as well as a weekly limited weight loss and nutrition education. The committee action is contained in the proposals found in this document.
10. POINTS OF EMPHASIS
Many topics were discussed as possible areas that need to be addressed for the 2003-04 season. Items discussed, but not selected were: coaches bench conduct; legal hair covers and official’s signaling. Those selected were: front headlocks, which has been repeated from this past season as the front headlock is still a concern; unnecessary roughness; fleeing the mat and weigh-ins.
11. COMMENTS ON 2003-04 REVISIONS
Mr. Carlsrud assigned several committee members the responsibility of completing the comments concerning the rules changes passed by the committee. These comments were reviewed and accepted by the committee.
The committee also indicated that the following language, which is projected to be included in Rule 1 beginning with the 2005-06 rules, be made a part of the Comments on the Rules as an informational item. This might better equip state associations to plan for the administrative needs for implementation of a weight management program.

12. RULES SITUATIONS
Mr. Carlsrud solicited additions and deletions to the present contents of the NFHS Wrestling Case Book. Additionally, various committee members were assigned the rules changes to develop situations that can be added to the casebook.
13. TRANSPARENCIES
The committee reviewed the preliminary suggestions from Carl Schwartz, REI for the upcoming rules interpretation meeting.
14. ITEMS FOR QUESTIONNAIRE
Mr. Carlsrud instructed members to submit to Mr. Diehl items they would like to have included on next season’s questionnaire.
15. MISCELLANEOUS CORRESPONDENCE
Mr. Diehl reviewed the various items concerning correspondence received during the season. No action was taken.
Risk Concerns
Mr. Diehl reported that the NFHS Board of Directors and the Sports Medicine Advisory Committee asked that the committee list areas where risk is a priority in wrestling. These items may include areas already addressed in the rules or other areas of concern that may need addressing. Mr. Diehl will compile the listing and present to the Board for their review.
